1. The citizen submits a building completion certificate request. Identity and deeds are verified via integration with the Ministry of Interior and Notary Public. The citizen enters data, specifies the location, and uploads documents.
2. The system sends an SMS to the citizen with the request number.
3. The request is received automatically by the municipality.
4. If notes or missing documents exist, the citizen is notified and uploads corrections via the e-portal.
5. The technical inspector visits the site, prepares a report, and after approval, a fee invoice is issued. After payment, the completion certificate is issued, reviewed, and approved by the Technical Department Head and Mayor.
6. The beneficiary prints the certificate via the e-portal.
