Road Safety
The Ministry of Transport places great emphasis on road safety by adopting the best technical standards in road design and using modern materials and equipment during implementation to ensure compliance with safety standards. In addition to appropriate road design, the Ministry provides all safety features, such as guide signs, reflective markings, water drainage systems, barriers, and guardrails to prevent animals from entering highways. The Ministry continuously monitors and enhances road safety and collaborates with relevant authorities on traffic safety committees.
National Road Safety Center
The National Road Safety Center was established in October 2018 as part of an initiative to reduce traffic accident fatalities under the National Transformation Program 2020. The center aims to enhance traffic safety through coordination among relevant entities, providing technical support, and developing a road safety data system to collect relevant data. This system helps in issuing analytical accident reports, creating digital maps of accident-prone areas, and generating national indicators.

Traffic System
The traffic system includes regulations related to organizing traffic movement, such as vehicle registration, driver’s licenses, accidents, and traffic violations. These regulations apply to all vehicles, pedestrians, and animals on public roads and are enforced by the relevant authorities to ensure compliance with the system and its associated penalties. Road Accident Statistics
The Ministry of Interior, represented by its security sectors, has continued its efforts to enhance traffic safety as a top priority to reduce accidents and protect lives and property. These efforts have contributed to a 50% reduction in road accident fatalities.
As part of its commitment to improving road safety and providing a secure traffic environment, the Ministry of Interior, through Public Security, has established over 11 centers to manage safety and security on external roads. Additionally, more than 1,100 kilometers of roads have been covered with personnel and security vehicles equipped with advanced technologies during the first 9 months of 2024. This coverage includes 24/7 monitoring of external roads, supported by electronic security systems to achieve a response time of no more than 10 minutes.
The Ministry has achieved a significant milestone in reducing the road accident fatality rate in the Kingdom, which decreased from 28.8 deaths per 100,000 population in 2016 to approximately 13 deaths in 2023. It also identified 20 high-risk external roads and adopted operational performance indicators, leading to a 25.9% reduction in fatalities during the first 9 months of 2024 compared to 2023.
The Ministry has intensified its efforts in collaboration with traffic safety committees in regional emirates to implement strategic joint projects with government and private entities. These initiatives aim to instill positive values and address improper driving behaviors, aligning with the objectives of Saudi Vision 2030 to enhance community awareness and ensure the safety of drivers.
Traffic Accident Monitoring Center at Riyadh Municipality
The Traffic Accident Monitoring Center at Riyadh Municipality is a vital initiative aimed at enhancing road safety in the city. The center was inaugurated in August 2024 under the chairmanship of His Royal Highness Prince Mohammed bin Abdulrahman bin Abdulaziz, Deputy Governor of the Riyadh Region and Chairman of the High Committee for Traffic Safety, and in the presence of His Highness Prince Dr. Faisal bin Abdulaziz bin Ayyaf, Mayor of Riyadh.
The center aims to establish a comprehensive system for accurately and reliably monitoring traffic accidents, injuries, and fatalities. It leverages modern technologies to support research and studies on traffic safety, identify and analyze high-accident locations, and apply global methodologies in accident analysis. This includes determining "black spots" at intersections, categorizing them based on their severity, and implementing the necessary traffic improvements.
The process of addressing accident-prone locations at the center involves obtaining data from relevant authorities, analyzing and processing it for standardization and preparation. This is followed by creating a heat map of accident locations in the city and identifying black spots using international standards and technical methods. Subsequently, traffic studies are conducted, and engineering solutions are designed to improve hazardous locations and enhance traffic safety.
The center serves as a key tool in supporting the traffic safety system by focusing on the precise collection and analysis of data to pinpoint high-risk areas and develop appropriate solutions. Its establishment is one of the recommendations of the High Committee for Traffic Safety in the Riyadh Region and operates under the supervision of the Executive Committee for Traffic Safety in collaboration with relevant entities.
Through these efforts, the center seeks to achieve the objectives of Saudi Vision 2030 by reducing road accident fatalities, enhancing quality of life, and ensuring a safe traffic environment for all road users.

Analysis and Insights
The statistics indicate that high-density residential areas and commercial zones experience the highest number of traffic accidents, with Al-Rimal, Tuwaiq, and Dahret Laban leading the list. Additionally, municipalities with major traffic corridors, such as Al-Rawdah and North Riyadh, recorded the highest accident percentages.
