This guideline aims to clarify how to use open data through the various formats provided by the Open Data Platform, introduce supporting programs, and provide a guide for using the Application Programming Interfaces (API). Riyadh Municipality is committed to offering open data in multiple and diverse formats to maximize its benefits, following international best practices.
EXCEL:
Files containing spreadsheet tables with the Excel extension. These files can be viewed using Microsoft Excel or any free Excel viewer.
CSV:
Simple text files where each line represents a table row and columns are separated by commas or semicolons. These files can be opened using tools like Microsoft Excel, Notepad, or others.
JSON:
A data format that represents complex data structures, widely used in web programming. Although based on JavaScript, it is broadly adopted as an alternative to XML. These files can be opened using web browsers, Microsoft Word or Excel, or Notepad.
XML:
A hierarchical data format that is easy to read and supported by many programming languages. It can be opened using web browsers, Microsoft Word, or Notepad.

Request for Access to Public Information
To receive, process, and respond to requests for access to public information.
Requests must include the applicant’s contact information such as:
National address
Mobile number
Email address
Requests can be submitted through the following channels:
In writing: By delivering a signed letter to the Riyadh Municipality's office.
Electronically: Through the “Data Request” service on the Municipality’s website, or via email to the Data Management Office: DMO@alriyadh.gov.sa
Response Time: Requests are processed within 30 business days by the Data Management Office.
Possible Decisions:
Approval:
If approved (fully or partially), the applicant will be notified electronically of the applicable fees. Information will be provided within 10 business days after payment.
Rejection:
If the request is denied, an electronic notification will be sent with:
Whether the denial is full or partial
The reason for denial (e.g., data is available on the website, outside the municipality’s jurisdiction, protected, or beyond policy scope)
The right to appeal the decision and how to do so
Extension:
If the request cannot be processed within the specified time, an extension notice will be sent with:
The expected completion date
Reasons for the delay
Information about the right to appeal the extension
The applicant can submit a written or electronic appeal within 10 business days from receiving the rejection notice.
The appeal will be reviewed by the Appeals Committee at the Data Management Office.
Approval of the Appeal:
If approved, the applicant will receive an electronic confirmation with revised fees (after deducting review charges), and the requested information will be provided within 10 business days after payment.
Rejection of the Appeal:
The applicant will be electronically notified with the reasons for the rejection.

What is Freedom of Information?
It refers to non-confidential public information processed by Riyadh Municipality, regardless of its source, form, or nature. Open data falls under public information. The act of making public information available for a fee is called Freedom of Information.
How can I request public information?
You can submit requests electronically by filling out the "Data Request" form available on the homepage under "Open Data".
What are individuals' rights regarding public information?
The right to access and obtain any non-confidential information held by the municipality.
The right to know the reason for any denial.
The right to appeal a denial decision.
How long does it take to receive a response?
If the request is approved by the Data Management Office within 30 business days, the applicant will be notified of the applicable fees, and the information will be made available within 10 business days of payment.
