1. The beneficiary (government entity) submits a public facility land allocation request via the Riyadh Municipality?s e-services portal.
2. The request is received, reviewed, and forwarded to the relevant sub-municipality.
3. The sub-municipality identifies suitable plots, conducts a survey, and sends the report to the Survey and Properties Department.
4. If the plot is within approved residential plans, a allocation decision is prepared and sent to the Land Deputy for the Mayor?s approval. If no plots exist, the Land Deputy is notified.
5. The Land Deputy reviews the decision and forwards it to the Mayor for approval. If no plots exist, the Ministry of Municipal and Rural Affairs is notified.
6. The Mayor approves the decision and notifies the Ministry of completion.
7. The Ministry approves the allocation decision.
8. Data/documents are sent to the Notary Public via data exchange service for deed issuance.
9. The Notary Public issues the beneficiary?s deed and sends it electronically to the Riyadh Municipality.
