3. The citizen enters factory and owner data.
4. The system verifies identity data via integration with the Ministry of Interior.
5. Enter boundaries/dimensions and upload required documents.
6. An SMS is sent to the citizen with the request number.
7. The municipality receives the request, assigns a surveyor, and notifies the citizen.
8. The system sends the citizen an SMS to schedule a surveyor visit.
9. The survey decision is prepared, approved, and reviewed by the surveyor, Survey Department Head, and Mayor.
