1. The beneficiary (government entity) submits a public facility land allocation request via the Riyadh Municipality?s e-services portal.
2. The request is received, reviewed, and forwarded to the relevant sub-municipality.
3. The sub-municipality identifies plots, conducts a survey, and sends the report.
4. If the plot is not within approved plans, a letter is prepared and sent to the Land Deputy for the Mayor?s approval. If no plots exist, the Land Deputy is notified.
5. The Land Deputy reviews the letter and forwards it to the Mayor. If no plots exist, the Ministry is notified.
6. The Mayor sends the letter to the Minister of Municipal and Rural Affairs for an allocation decision.
7. The Minister issues the decision and sends it to the Mayor.
8. Data/documents are sent to the Notary Public for deed issuance.
9. The Notary Public issues the beneficiary?s property deed and sends it electronically to the Riyadh Municipality.
