E-participation is a comprehensive concept that refers to the use of digital technologies and online platforms to enhance citizens’ participation in decision-making processes and public policies, enabling them to express their opinions and suggestions, and to follow up on the outcomes of their involvement in public affairs.
E-participation goes through three main progressive stages in terms of interaction and impact:
1. E-Information:
Aims to enable citizens to access government information in a transparent and easy manner.
2. E-Consultation:
Allows citizens to provide their opinions and comments on policies or services before decisions are made.
3. E-Decision-Making:
Enables citizens to directly contribute to shaping policies and designing public services through interactive digital mechanisms such as electronic voting.
E-voting is considered one of the practical tools within the concept of electronic decision-making. It serves as a complementary mechanism to local e-participation, aiming to empower citizens to contribute to local decisions, projects, and urban initiatives.
In this context, the Riyadh Municipality has launched various digital initiatives that primarily aim to enhance public participation and enable citizens to engage in local decision-making in a transparent and digital manner reflecting its commitment to advancing e-participation and strengthening community interaction.
